ペルーと日本の関係は、中南米とアジアを繋ぐ道しるべとなります。両国の土台を築く上での移住者たちの役割や密接な経済関係、政府や市民レベルでの重要な協力は、両国民が幅広い分野での更なる互恵に浴するため、大きな可能性と深いルーツを伴った活発な二国間の関係を呈示しています。

外交面においては、1873年8月21日に「和親貿易航海条約」が東京で締結され、両国の外交関係が樹立されました。それから150年が経ち、両国の関係は緊密かつ健全に維持されています。日本とペルーは国際法、民主主義、人権、自由貿易の促進を尊重する価値観の共有が関係の基盤となっています。2016年には、両国関係が戦略的パートナシップへと格上げされました。

両国の密接な関係は、日・ペルー経済連携協定（2012年発効）、日・ペルー投資協定（2009年発効、後に経済連携協定に導入）、日・ペルー租税条約（2021年発効）を含む近年の様々な法的枠組みにも表れています。2021年には、日本はペルーにとって世界第４位の貿易パートナーであり、ペルーの輸出先としても日本は世界第４位でした。

両国の連帯は、貧困との闘いと社会格差の解消、公共部門の制度的枠組みの強化、文化や教育の促進などにおいて、日本政府及び日本国民によるペルーへのかけがえのない協力に表れています。特にペルーは、新型コロナウイルス禍で提供された、ペルーの医療制度強化への日本の支援に深く感謝しています。

日系コミュニティはこれまで、ペルー社会とそのアイデンティティを構築する上で重要な役割を果たしてきました。 1899年、日本からペルーへの移住が始まり、現在ではわが国の日本人コミュニティは、スペイン語圏のラテンアメリカで最大であり、そのダイナミズムや、起業家精神、結束力により国内で重要な位置を占めており、ペルー社会の一部となっております。 同様に、日本のペルー人コミュニティは調和の心を持って発展し、日本の経済と文化的な豊かさに貢献しています。

ペルー外務省として、両国の関係強化に貢献された方々に敬意を表するドキュメンタリー展を開催できることは非常に光栄なことです。 外交関係樹立 150 周年を祝うにあたり、ペルーは、この歴史的な友好の道のりをこれからも堅持し、互恵のために関係を深め続けていくという確固たる決意を表明します。

実り多きペルー・日本外交関係１５０周年

The relations between Peru and Japan represent a milestone in the connection between Latin America and Asia. The role played by immigrants in the construction of both nations, the strong economic ties achieved, and the important cooperation at both governmental and civil society levels demonstrate a dynamic relationship with deep roots and great potential to further contribute to the benefit of broad sectors of our populations.

At the diplomatic level, bilateral relations were established on August 21, 1873, with the signing in Tokyo of the "Preliminary Treaty of Peace, Friendship, Commerce, and Navigation." Throughout these 150 years, our links have remained firm and vital. Both countries share common values that constitute important bases for their relationship, such as respect for international law, democracy, human rights, and the promotion of the free market. In 2016, Peru and Japan agreed to elevate their relationship to that of strategic partners.

Their solid economic relations are supported by a modern legal framework consisting of the Economic Partnership Agreement (in force since 2012), the Agreement for the Promotion and Protection of Investment (in force since 2009 and later incorporated into the Economic Partnership Agreement), and the Agreement to Avoid Double Taxation and Prevent Tax Evasion (in force since 2021). In 2021, Japan was Peru's 4th largest trading partner and the 4th largest destination for our exports.

The solidarity between both countries is manifested in the invaluable cooperation provided by the Japanese government and people to Peru for the fight against poverty and the closure of social gaps, the strengthening of the institutional framework of the public sector, and the promotion of culture and education. In particular, Peru is grateful for the support provided in the fight against the Covid-19 pandemic, which contributed to the strengthening of the Peruvian health system.

The Nikkei community has played an important role in the construction of Peruvian society and our national identity. In 1899, a large migration movement from Japan to Peru began. Today, the Japanese community in our country is the largest in Spanish-speaking Latin America and is fully integrated into our society, enjoying an important place in the public space thanks to its dynamism, entrepreneurship, and unity. Similarly, the Peruvian community in Japan develops harmoniously and contributes to the Japanese economy and the richness of its culture.

For the Ministry of Foreign Affairs, it is a great honor to present this documentary exhibition, which seeks to pay tribute to those who have contributed to the strengthening of our ties. By celebrating the 150th anniversary of our diplomatic relations, Peru manifests its firm commitment to maintain this historic path of friendship, deepening our ties for the common good.

SUPPLIERS

ピスコは、新鮮なピスコブドウのマスト（果汁）を発酵させた蒸留酒であり、ペルーが産み出した、ペルー特有のお酒です。その起源は16世紀の終わりまでさかのぼり、今もこのブランデーの初代生産者の伝統的なやり方を大切にして作られています。

このお酒は、その生産に適したブドウの種が最初に蒔かれた海岸沿いの町、‘ピスコ” を由来として原産地呼称を受けています。その蒸留プロセスは他の酒類と比較して非常に特殊目つ複雑であり、ブランデーの純度を最高レベルに保つため、新鮮なマスト以外の成分は含まれていませ峽。また、ペルーで使われているピスコ用ブドウは、ピスコのみのために生産され、ピスコだけのために使われているのも特徴の一つです。これらの理由から、ピスコはペルーが誇る国民酒であると言えます。

ピスコ

Pisco is a distilled spirit made from fermented must (juice) of fresh Pisco grapes and is a unique alcoholic beverage produced in Peru. Its origins date back to the late 16th century, and it is still produced today using traditional methods by the first generation of brandy producers.

This alcoholic beverage is named after the town of "Pisco," located along the coast where the first suitable grape varieties for its production were planted. Its distillation process is highly unique and complex compared to other alcoholic beverages, and no other ingredients besides fresh must are included to maintain the highest level of brandy purity. Additionally, the Pisco grapes used in Peru are exclusively grown for Pisco production, which is another characteristic feature. For these reasons, Pisco can be considered Peru's national drink

Peru produces Arabica coffee with various flavors, aromas, and acidity in the central Amazon region. Approximately 223,000 families manage coffee plantations covering 425,000 hectares across 15 provinces (Peru has a total of 25 provinces). 91% of the producers and cultivable areas are concentrated in seven provinces: Huánuco, San Martín, Cajamarca, Cusco, Amazonas, Junín, and Pasco.

ペルーは 2 年連続で、10 月 12 日から 14 日まで開催される世界スペシャルティ コーヒー カンファレンス アンド エキシビション (SCAJ 2022) に参加します。これは、日本およびアジア全体で最も重要なスペシャルティ コーヒーのプロモーション イベントです。

駐日ペルー大使のロベルト・セミナリオ氏は、主要な生産国のほか、コーヒー部門の輸入企業、焙煎業者、専門業者が一堂に会する見本市の開会式に出席しました。

外務省の尽力により、今回はアマゾナス、カハマルカ、クスコ、パスコ、プーノの 9 種類のスペシャルティ コーヒーが宣伝され、試飲が提供されます。

SCAJ 2022

For the second consecutive year, Peru was part of the World Specialty Coffee Conference and Exhibition (SCAJ 2022), which took place from October 12 to 14. It is the most important specialty coffee promotion event in Japan and throughout Asia.

The Ambassador of Peru in Japan, Roberto Seminario, was present at the opening ceremony of the fair, which brings together the main producing countries, as well as importing companies, roasters and specialized suppliers in the coffee sector.


Thanks to the efforts made by the Ministry of Foreign Affairs, on this occasion nine different varieties of specialty coffees from Amazonas, Cajamarca, Cusco, Pasco and Puno were promoted and offered for tasting.
